its principles remain politically acceptable in Maharashtra
(at least to the extent where the police commissioner can
decide this without realising his probable violation of
the Constitution).

This is a silly, scaremongering argument. What is the use
of making a death or extortion threat if you remain
anonymous? An extortion or death threat can only have an
effect if you tell the victim where to send money! The
police will then clearly know where to investigate. It is
hard to believe that email is a serious source of threats
of violence.

Moreover, the best way to combat the mafia who threaten
everybody is for victims to be able to *anonymously* tip
off police. Maybe what the police are really worried
about is an increasing number of electronic tip-offs
about *police* who are involved in the mumbai mafia, and
they are desperate to catch these "whistle-blowers"...

(Foreigners: please note that during the Shiv Sena
government, there was little distinction between police
and criminals. This is common knowledge, locally.)

Of course, if this comes into practice, all this means is
that those who have enough money to buy false ID cards or
to pay baksheesh to the cybercafe owners will have more
freedom to use cybercafes. More anonymity for the rich
cyberuser, less anonymity for the poor university student.
