Governments around the world are using the events of 11 September 2001 as an excuse to suppress human rights. The Prevention Of Terrorism Ordinance (POTO) promulgated by the Central Government of India is opposed by the NHCR (National Human Rights Commission) as "draconian", it is opposed by many people's organisations in Tamil Nadu and it is being legally challenged via a public interest writ petition by the High Court of Kerala. According to Ms. Amarjeet Kaur, general secretary of NFIW (National Federation of Indian Women), POTO was influenced by the IMF and WTO to suppress democratic movements and resentment emerging against globalisation and the WTO. POTO has already been applied in Kashmir, despite the fact that Parliament is still debating it. A similar law is being proposed in West Bengal, called the WBPOOCO.
