World Citizen Garry Davis declares Kashmir "mondialized" under the protection of the World Government of World Citizens
WASHINGTON, DC—In a letter of May 26, 2002 to both India's Prime Minister Atal Bihari Vajpayee and Pakistan's President Pervez Musharraf, Garry Davis, founder/head of the World Government of World Citizen, authorized both leaders to standdown their military forces over the territory of Kashmir. He further enjoins the national leaders to observe Article 2(3), Chapter I of the United Nations Charter mandating all Members to "settle their international disputes by peaceful means…." Copies have been forwarded to the United Nations and other national leaders
"Neither India nor Pakistan 'owns' Kashmir," Davis wrote. "It is part of the entire world territory which, spiritually, belongs to God—Whom both Muslims and Hindus worship—and, in earthly fact, to humanity in its familial wholeness. In humanity's name, therefore, I am declaring that part of the world territory known as 'Kashmir' to be 'mondialized' in accordance with the Charter of Cahors,* the first mondialized community."
The Mondialization movement, beginning in 1949 in France, now comprises over 900 cities, communities and states throughout the world. (See

Bush and Vladimir Putin, can or will propose a global solution for the status of Kashmir," continued Davis, acting World Coordinator. "Our government, since its founding on 1953, has registered tens of thousands of individuals from Kashmir, Pakistan and India as World Citizens. We have the right and responsibility, therefore, to condemn any national initiative which could endanger our fundamental human rights, in particular the right to live enshrined in the Universal Declaration of Human Rights by Article 1:
"All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of fellowship."
"Heads of state are today bound by what is euphemistically called 'international humanitarian law,' " said Davis from World Government House in South Burlington, VT, "which defines the so-called rules of war. But, in a recent advisory decision of the International Court of Justice, the production, threat and use of nuclear weaponry has been declared illegal. Only if a nation was threatened with extinction, the Court argued, was the use of nuclear arms justified. Neither India nor Pakistan, both members of the United Nations, fall into that category in the present conflict over Kashmir. Hence both states are illegally using the nuclear threat not only against each other, but against humanity itself as radio-activity, revealed by the Chernobel meltdown, has no frontiers. Thus the Indian Prime Minister and Pakistan President can be indicted within the context of 'crimes against humanity,' a Nuremberg felony, by the International Criminal Court at The Hague."
Davis, now 80, a former Broadway actor and WW II B-17 bomber pilot, renounced his United States nationality in 1948 in Paris and declared himself a World Citizen. Thus began the world citizenship movement which evolved into the World Government of World Citizens in 1953. With offices in Washington, DC and Tokyo, Japan, the WGWC counts over 1 million registered citizens and has issued over 3 million documents based on UDHR articles, the main being its World Passport which has been recognized by over 150 nations on a case-by-case basis.
Davis will attend the 46th meeting of the International Society of Systems Sciences to be held in Shanghai, August 2-6. His paper is entitled "Is System Science Sufficient for Human Survival."

*The Charter of Mundialization
Cahors, France
July 3, 1949
(This Charter of Mundialization was adopted by the Cahors Town Council then by 59% of the Cahors population and 82% of the Figeac population in 1950.)
We, the inhabitants of Cahors declare through this charter that our town hereby becomes world territory.
Our action means that:
1) We declare that our security and welfare are linked to the security and welfare of all towns and districts of the world, these standing like ourselves today under the menace of totally destructive war.
2) We wish to work in peace with all towns and districts of the world, to
cooperate with them so as to establish a world rule of law which will assure our common protection under the aegis of a democratically elected and controlled world federal authority.
3) We call on all towns, districts and organizations of all kinds to join us in sending their delegate to the first World States General so as to prepare world elections for the organization and safeguarding of world peace.
4) We claim the right of direct election to the People’s Constituent Assembly: one delegate per million inhabitants.
5) We request of our own government that funds be made available from the military budget and transferred to an international world fund which can be used for the financing of the above world elections.
6) Without renouncing anything of our attachment, our duties, and our rights toward our own region and toward our nation, we declare symbolically that our territory is world territory and, as such, it is joined to the community of our whole world.
7) We call on all towns and all districts of the earth to join us in this charter of solidarity, a charter for those who live under the present menace of destruction.
In Figeac, they added the special clause:
"We claim the creation of A Radio for World Conscience that would express the will of the peoples toward peace and give them information on their common interests beyond all the propaganda. We call to the free-minded people — scientists, writers, teachers — to take their responsibility to create it."

Your Excellencies,
This is to inform you that the territory known as Kashmir has been accorded by this Government the status of inviolate and sovereign "World Territory" in accordance with the 1949 Charter of Mundialization first declared by the town of Cahors, France. (Appended) All residents thereby are henceforth protected under the aegis of our Government as de facto World Citizens.
Further, this global civic status conforms to Article 2, Universal Declaration of Human Rights, approved by the 1948 General Assembly of the United Nations, to wit:
"Everyone is entitled to all the rights and freedoms set forth in this Declaration, without distinction of any kind such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.
"Furthermore, no distinction shall be made on the basis of the political, jurisdictional or international status of the country or territory to which a person belongs, whether it be independent, trust, non-self-governing or under any other limitation of sovereignty."
Further, as national leaders of your respective states, you are enjoined to observe Article 2(3), Chapter I of the United Nations Charter:
"All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered."
Further, your nations' threat of the potential engagement of nuclear weaponry is a "crime against humanity," so designated by the International Court of Justice to which your separate nations, as Member-States of the United Nations, are subject as well as by numerous resolutions of that body's General Assembly; and further, has been so cited by the Nuremberg Principles.
In the name of humanity, therefore, as World Coordinator of the World Government of World Citizens, I hereby authorize you to stand down your military service with regard to the territory of that part of the world now designated as "World Kashmir ."

Short bio of Garry Davis
Garry Davis was born July 27, 1921 in Bar Harbor, Maine. He was a Broadway actor and former B-17 bomber pilot for the 8th Air Force in World War II.
After the war, he returned to his profession of acting. But he was profoundly affected by the part he had played in the killing. His elder brother had been killed in the invasion of Salerno, Italy.
Following the Hiroshima and Nagasaki bombings, he knew he had to act for world peace. The question was how?
The Cold War between the United States and the Soviet Union had begun. Germany had been split in two. Already there was talk of World War III.
Einstein publicly proposed a world government as essential to world peace and human survival. "Anatomy of Peace" by Emery Reves became a runaway best seller also advocating a world government as the only alternative to international wars. Davis’ mission was becoming clear.
He left show business to work for the United World Federalists but felt its program defective to the issue of world war. Nations, he protested could not unite by definition. Moreover only humans created government. If world government was needed, only humans adding world citizenship to their lesser allegiances could evolve a world government. The United Nations, he claimed, was only an extension of the League of Nations which blew up in World War II.
He left the United States in 1948, renounced his nationality in the US Embassy in Paris and declared himself a "citizen of the world." From that date to this, he is stateless.
This act led to the world citizenship movement which spread rapidly throughout the world initiated by Davis on January 1, 1949 calling for everyone agreeing with world citizenship to register at the International Registry of World Citizens he created in Paris.
Five years later, over a million individuals from over 150 countries had registered. With this popular mandate along with certain articles of the Universal Declaration of Human Rights*, on September 4, 1953, Davis proclaimed the World Government of World Citizens from the City Hall of Ellsworth, ME. The administrative organ of the new government, the World Service Authority, was founded in 1954 in New York. It began the issuance of global identity documents based on the Universal Declaration of Human Rights. It functions today from Washington, DC and Tokyo.
Davis traveled to India in 1956 invited by Nataraja Guru of Bangalore to study Advaita Vedanta, the ancient wisdom-science. The result was a branch science, "geo-dialectics" for which he received his MA from the East-West University of Brahma Vidya.
Davis’ association with the eminent cybernetician Stafford Beer in 1988 culminated in the "World Syntegrity Project," an application of system science to the problem of evolving a dynamic world constitution for the fledgling government.
Davis has authored four books, "My Country Is The World, World Government, Ready or Not!, Passport to Freedom, A Guide for World Citizens, and the fourth, Dear World, A Global Odyssey, available through XLibris.
A trip to the Middle East in 1976 where, in Jerusalem, he declared all holy sites "world territory under the protection of the World Government," resulted in the booklet, "A World Citizen in the Holy Land."
