In a statement, Mr.Kannabiran attacked both the parties for not shunning violence but was more critical of the role of the police and the State.
``We are still of the view that there should be space for democracy and we will work for it by continuing our efforts to contain violence of the State forces and the political dissent. The more intransigent of the two appears to be the police who have been operating outside law,'' he said.
After preliminary round of talks, the State police unleashed a spate of violence confirming "our understanding'' that these are signals to believers in the peace process that the State has no intention to carry on governance without violence, he said.
The PUCL president said the police, defending the killing of two women and three men in the latest encounter, need to be prosecuted in a court to adjudge the truth or otherwise of the police contention.
He said the assumptions of the Government and the police that the PW had come for talks because they became weak and would be liquidated within a short period, was contrary to the factors of history of the movement.
Appropriating the international human rights vocabulary, the police accused PW of recruiting child soldiers for working in the movement. If it is true, PW leaders should come out with a statement, he said
But the State forces, which are violating every clause in human rights, should educate themselves and practice them if their accusation were to sound credible.
The Director General of Police was not right in calling upon the PW to surrender and come for talks.
Mr.Kannabiran said PW need not interpret failure of talks as restart of violence.
They should not have and killed the police of grey hound squad, he added.
