On 6 December 2001, Diversion Tunnels No. 3 and 4 on Bhagirathi River, were closed. It was propagated that rehabilitation process of Tehri Dam oustees has been completed. And now the Government and Tehri Hydro Development Corporation have announced that Diversion Tunnels No. 1 and 2 also would be closed by November-December.

But the most questions are whether the displaced have been really rehabilitated? Even if rehabilitation measures were taken, the question arises how the process was carried out? Have environmental concerns been addressed? Has any comprehensive survey been conducted in the submergence area?

While addressing these basic questions, MATU conducted through investigations and have prepared the Fourth Document.
