Dawood Ibrahim fomenting Communal Clashes in India

An Indian government dossier documenting the growth of Dawood Ibrahim’s empire in Pakistan, Nepal, Thailand, Malaysia and the UAE says D-Company is pumping money into Gujarat to heighten communal tensions.

Titled “Organised Crime and Underworld”, the 33-page dossier that has been published very recently, a copy of which is with the Hindustan Times, says a man called Mohammad Dossa has already raised funds to the tune of “a few crores of Indian rupees” in Dubai. The money is being sent to Gujarat through hawala channels.

The report says Dossa, an Indian national, has been raising funds saying they will be used to reconstruct mosques and rehabilitate Muslims in Gujarat.

Chhota Shakeel, whom the dossier describes as Dawood’s “close aide”, has instructed his Mumbai-based henchmen through his lieutenant (Fahim alias Rafiq, who operates out of Karachi) to incite riots in Gujarat.

The dossier also details Shakeel's “influence in the affairs of the Samajwadi Party in Maharashtra”. The relationship has been traced back to the 1999 Lok Sabha elections.

The dossier says: “Close on the heels of the Godhra incident, Abu Hashim Azmi (an SP leader) paid a visit to Dubai where he was found indulging in anti-Hindu propaganda among Indian and Pakistani Muslims.”

Dawood, the dossier shows, has made considerable investments in Dubai, Pakistan and Nepal. The D-Company is estimated to be worth over Rs 7,000 crore with offices in London, Lagos, Karachi, Kenya, France, Nigeria and Switzerland, besides Dubai.

The report also says Dawood paid more than Rs 100 crore to President Pervez Musharraf ostensibly to help Pakistan tide over its economic difficulties. Dawood’s smuggling infrastructure along the Indo-Pakistani border also helps the ISI send explosives and terrorists into India.

Thailand, the dossier says, has emerged as a major hub for ISI activities in south-east Asia.
