Mahbubnagar's problems go far beyond water shortage. The complex contractor-maistry system involving the huge outflow of labour it oversees is one major issue. The devastation of agriculture here is another. Add to this an ineffective food-for-work programme, social backwardness, debt and debilitating mass migrations and you have an explosive mix.
