Oppressing regimes are always in search of a convenient "public enemy", in order to deflect the public's wrath from the system that abuses it, against some helpless target.

The people's opinion is easily molded by the authorities who manipulate it in order to incite the masses against any suitable scapegoat: the Arabs, the leftists, the unemployed, workers who dare to demand their rights (only a partial list).

"The System" finds it crucial to witch-hunt and crucify a chosen prey and accuse it for treason (refusers, Vanunu, Tali Fahima), in order to find an easy outlet for the exploited masses' steaming fury, so that it explodes elsewhere.

The incitement against the "traitors" aims to deflect the attention from the real enemies-of-the-public and give them coverage. The real traitors are those high-ups who for their personal benefit are willing to rob the people, harm the state and abuse the land, but due to their devious devices nobody rises against them.
