In June-July 2001, we had published a report of our findings on the
situation of rescue, relief and rehabilitation in Kutchh. The study was an
attempt to look at the people' perception of the activities of rescue,
relief and rehabilitation carried out in the earthquake affected areas. The
report brought to light the failure of the welfare state in provision of
rescue and relief measures, as well as the existence of large-scale regional
and social discrimination. The study had recommended the restarting of cash
doles and ration, and setting up a properly planned long-term rehabilitation
policy.
